Project Description: In response to the Base Realignment and Closure 2005 mandate, a new investigative services complex was designed and constructed to collocate five separate military department investigative services: Naval Criminal Investigative Service (NCIS), Air Force Office of Special Investigations (AFOSI), Army Criminal Investigation Command (CID), Counterintelligence Field Activity (CIFA), and Defense Security Service (DSS). The new, secure complex consists of the Headquarters Administrative and Investigative Activities Facility and five support facilities: Logistics Building, Dining Facility, Fitness Facility, Retail Facilities and Visitor Control Facilities. All facilities were designed and constructed in accordance with UFC 4-010-01, DOD Minimum Antiterrorism Standards, and with ADAAG, Americans with Disabilities Act Accessibility Guidelines.
Headquarters Administrative and Investigative Activities Facility is a four-story, 620,000 SF steel-framed building clad in architectural precast concrete, designed in conformance with the Quantico Base Exterior Architecture Plan. The Headquarters Facility contains administration space of each agency, armory, technical service/surveillance countermeasures and operations lab, academic instruction spaces, conference center with video teleconferencing facilities, equipment research areas, and records storage areas. Extensive SCIF enclosures, raised access flooring, and redundant emergency electrical power supply are provided.
Logistics Building is a single-story 42,000 SF pre-engineered steel-framed building clad pre-finished metal wall panels, designed to comply with the Quantico Base Exterior Architecture Plan. The logistics building contains:
- 4,000 SF loading dock, shipping & receiving facility
- 4,000 SF freight & mail security screening and distribution facility
- 15,000 SF of maintenance shops, including 2,500 SF of vehicle maintenance bays
- 10,000 SF of storage areas, including 8,000 SF high-bay warehouse & 2,000 SF low-bay storage area
- 6,000 SF energy plant including 3,000 SF boiler room and 3,000 SF chiller room
- 3,000 SF electrical service rooms, including 2,000 SF switch gear room and 1,000 SF substation
Adjacent to the logistics building is a 12,000 SF mechanical yard, containing 3 cooling towers, 4 emergency generators, and fuel tanks. The yard enclosure is clad in pre-finished metal wall panels to match the logistics building; the enclosing walls extend 20 feet above grade to screen the enclosed equipment from view.
Dining Facility occupies 17,000 SF of the complex and includes a 3,000 SF food serving area featuring six different restaurant concepts including hot and cold food selections; in addition to 3
local offerings, 3 national brands are included: Dunkin Donuts, Subway, & Papa John’s. The serving area is supported by a 5,000 SF commercial kitchen with cold and dry storage, prep and cooking lines, and scullery. 9,000 SF of dining area provides seating for 450 patrons, with vending machines providing 24-hour service for a designated 24-hour seating section. Located in the north wing of the complex, the dining facility is configured to take advantage of two exterior window walls
- Kitchen is positioned in the rear of the wing adjacent to the freight service elevator
- Serving Area, with all six restaurant concepts, separates the kitchen from the dining area
- Common cash registers are located between serving and dining areas
- Dining Area is flanked by east and north facing windows for maximum light and view
Retail Facilities located within the complex include a 1,000 SF exchange store with department specific merchandise, 1,200 SF convenience store, and 400 SF barber shop with 2 barber chairs. The layout and visual imaging of the retail facilities was coordinated with each retail tenant to respond to functional and marketing requirements.
Fitness Facility occupies 12,000 SF of the complex and includes an 8,000 SF exercise area supported by 4,000 SF of locker rooms, showers, toilets, offices, and storage space. The exercise area includes 75 exercise machines as well as open areas for group exercises. Support facilities include 140 lockers (70 men / 70 women) and 10 showers (5 men / 5 women). Located in the north wing of the complex, the fitness facility is configured to take advantage of two exterior window walls: the exercise area is flanked by east and north facing windows for maximum light and view, while the support areas are located in interior portions of the building.
Sustainable features include the use of water efficient landscaping and plumbing fixtures to reduce water consumption by 40%, the use of materials with 20% recycled content and low chemical emissions, and controls to limit indoor pollutants. Based on EPACT ’05 criteria, an overall energy savings of 20% is anticipated as the result of the following features: highly efficient HVAC system, thermally improved exterior envelope, high-output lighting fixtures, and overall building-wide controls system. USGBC Certification: LEED Silver.
Professional Services: Giuliani Associates Architects served as an associate architect to Fentress Architects for the design-build team lead by Hensel Phelps Construction. Fentress provided complete architectural services for the 620,000 SF Headquarters Administrative and Investigative Activities Facility. Giuliani Associates provided complete architectural services for the five support facilities: Logistics Building, Dining Facility, Fitness Facility, Retail Facilities and Visitor Control Facilities, (totaling 98,000 SF) including the following specific services:
Professional Services: Full architectural services were provided, from schematic design through construction support services, including the following specific services:
- Participation in design charettes with owner, tenants, and design-build team members
- Developing buildings to comply with the Quantico Base Exterior Architecture Plan
- Preparation of drawings and specifications to comply with Department of Defense standards
- Consultation with base facilities personnel and security groups
- Collaboration with Naval Facilities Engineering Command staff
- Consultation with building maintenance and operations staff, including government contractors
- Coordination and review of technical information among all design-build team members
