PROJECT NARRATIVE

Montgomery County intends to collocate service depots for the Maryland-National Capital Park and Planning Commission and Montgomery County Public Schools on a 21-acre tract of land.  A total of 4 occupied buildings, 7 open parking structures, 2 open storage structures, 1 enclosed parking structure, and 1 enclosed storage structure will be constructed by Hensel Phelps under a design-build contract:

Main Building (155,000 SF) will be a two-story structure consisting of shop spaces on the north side and an adjoining administrative portion consisting of standard offices, conference rooms, and employee break areas on the south.  The building exterior is composed of site-cast tilt-up concrete walls with a vegetated roof supported by a steel-framed structure.  Interior finishes include gypsum board and steel stud partitions, suspended acoustical panel ceilings, and vinyl composition tile and carpet floor finishes.

Fleet Maintenance Building (46,000 SF) will be a single story structure consisting of vehicle repair bays and shop spaces on the north and south sides and a central administrative section consisting of standard offices and employee break areas. The building exterior is composed of site-cast tilt-up concrete walls with a vegetated roof supported by a steel-framed structure.  Interior finishes include concrete masonry partitions, exposed structure ceilings, and vinyl composition tile floor finishes.

Horticulture Services Building (12,000 SF) will be a single story pre-engineered structure consisting of vehicle storage bays, storage cages, and shop spaces on the east side and standard offices and employee break area on the west side.  The pre-engineered structure composed of tapered columns and roof beams will provide a column-free span within the building. Interior finishes include concrete masonry partitions, exposed structure ceilings, and vinyl composition tile floor finishes.

Warehouse Building (12,000 SF) will be a single story pre-engineered structure consisting of bulk storage cages on the east side and warehouse area with a single office and toilet rooms on the west side.  The pre-engineered structure will include tapered columns along the north and south exterior walls and columns at mid-span. Interior finishes include concrete masonry partitions, exposed structure ceilings, and vinyl composition tile floor finishes.

Open Parking Structures (7 structures totaling 71,500 SF) will be single story pre-engineered structures providing weather protection for service vehicles.  Roof coverings only will be provided; all structures will be open on 4 sides.

Open Storage Structure (4,000 SF) will be a single story pre-engineered structure providing weather protection for bulk storage materials.  10-ft high  x 12-in thick reinforced concrete walls will be provided on three sides of each storage bin; roofs will be set at 9-ft above the top of the concrete walls at the entry (high) side of the structure.

Open Storage & Parking Structure (20,000 SF) will be a single story pre-engineered structure providing weather protection for bulk storage materials and service vehicles.  10-ft high x 12-in thick reinforced concrete walls will be provided on three sides of each storage bin; roofs will be set a minimum of 9-ft above the top of the concrete walls at the entry (high) side of the structure.

Enclosed Parking Structure (10,000 SF) will be a single story pre-engineered structure providing a heated enclosure for service vehicles.  A single bulk storage bin will be located at the north end of the building, and 8 vehicle parking bays will be located on the south end of the building.

Painting & Pesticide Storage Building (1,800 SF) will be a single story masonry bearing wall structure providing a heated enclosure for painting and hazardous material storage.

Special equipment includes three 5-ton bridge cranes, 30-ton vehicle lifts, and integrated coolant-oil-lubrication fluids distribution system.  Special interior construction includes three paint booths and two carpentry dust collection systems.

Sustainable features include vegetated roofs on the two largest buildings; thermally improved exterior envelope, high-output lighting fixtures with daylighting harvesting controls, and enhanced commissioning procedures. USGBC Certification: LEED Silver (Pending).

Professional Services:  Giuliani Associates provided architectural services for the design-build team:

  • Facilitating program evaluation and development meetings with stakeholders
  • Incorporating changes resulting from stakeholder meetings into the project design
  • Developing the facility to comply with the Montgomery County Sustainable Buildings Design Manual
  • Consultation with county schools and parks personnel and general services staff
  • Coordination and review of technical information among all design-build team members
  • Coordination of engineering distribution systems with building architecture & structure
  • Finish materials selection and development of the structural interior design (SID)
  • Preparation of drawings and specifications for signage bid package
  • Provision of construction support services (submittal review, RFI responses, and contract amendments)
