PROJECT NARRATIVE

Project Description:  In response to the Base Realignment and Closure 2005 mandate, a combined headquarters complex has been designed and constructed at Fort Bragg, NC to replace separate US Army Forces and Reserve Command Headquarters at Fort McPherson, GA. The complex consists of the Command Headquarters Office Building, the Installation Processing Node and Energy Plant Building, the Network Enterprise Center Administration Building, the renovation and expansion of the existing Control Information Technology Building, and the Disaster Recovery Center.  All buildings were designed and constructed in accordance with UFC 4-010-01, DOD Minimum Antiterrorism Standards, and with ADAAG, Americans with Disabilities Act Accessibility Guidelines.

The Command Headquarters Office Building is a five-story, (plus basement) 631,700 SF steel-framed building clad in architectural precast concrete with thin-brick veneer, designed in collaboration with the Ft. Bragg Cultural Resources Office to comply with North Carolina State Historic Preservation Office requirements for buildings located within the Ft. Bragg Old Post Historic District viewshed.   The Headquarters Buildings contains command suites, general officer suites, large secure open administrative office areas with systems furnishings, classified and unclassified meeting rooms, video teleconferencing (VTC) areas, Sensitive Compartmented Information Facility (SCIF), two mission critical watch operation centers, and a theater.  Raised access flooring and redundant emergency electrical power supply is provided.

The Installation Processing Node and Energy Plant is a two-story, 45,000 SF steel-framed building clad in architectural precast concrete with thin-brick veneer, designed in collaboration with the Ft. Bragg Cultural Resources Office to comply with North Carolina State Historic Preservation Office requirements for buildings located within the Ft. Bragg Old Post Historic District viewshed.  The building has been designed and constructed in compliance with Mission Essential Vulnerable Area (MEVA) requirements.  The Installation Processing Node contains administrative offices, classified computer areas, network monitoring areas and communications rooms, and a loading dock.  Raised access flooring, redundant emergency UPS power supply, and redundant HVAC systems are provided.  The Energy Plant contains boilers, chillers, cooling towers, emergency power generation and load centers, and an enclosed fuel storage yard.

The Network Enterprise Center Administration Building is a two-story, 15,000 SF pre-engineered steel framed building clad in brick veneer, designed in collaboration with the Ft. Bragg Cultural Resources Office to comply with North Carolina State Historic Preservation Office requirements for buildings located within the Ft. Bragg Old Post Historic District.  The building contains administrative offices, conference rooms, telecommunications 

rooms, a 120 SF secure internet protocol router (SIPR) room, and two large open office areas with systems furnishings.

The Control Information Technology Building is an existing building located within the Ft. Bragg Old Post Historic District; a single-story, 6,200 SF brick-veneer masonry addition was designed in collaboration with the Ft. Bragg Cultural Resources Office to ensure an appearance consistent with the existing building and with North Carolina State Historic Preservation Office requirements.  The building addition contains a vault with telephone switching system with associated cabling terminus, a 390 SF sensitive compartmented information facility (SCIF) room, and open office areas with systems furnishings.  Renovations to the existing building include administrative offices, conference room, telecommunications room, and toilet rooms.

The Disaster Recovery Center is a single-story, 18,400 SF pre-engineered steel framed building clad in architectural metal panels and brick veneer, designed in collaboration with the Ft. Bragg Cultural Resources Office to ensure an appearance consistent with other Camp MacKall buildings.  The Disaster Recovery Center has been designed and constructed in compliance with Mission Essential Vulnerable Area (MEVA) requirements. The building contains administrative offices, computer data recovery spaces (back-up for the Installation Processing Node), two sensitive compartmented information facilities (SCIF) totaling 2,515 SF, and a computer-based training facility composed of a large open office area that can be divided into two independent classrooms.   Raised access flooring, redundant emergency UPS power supply, and redundant HVAC systems are provided.

Sustainable features include the use of water efficient landscaping and plumbing fixtures to reduce water consumption by 40%, the use of materials with 20% recycled content and low chemical emissions, and controls to limit indoor pollutants. Based on EPACT ’05 criteria, an overall energy savings of 40% is anticipated as the result of the following features: highly efficient HVAC system, thermally improved exterior envelope, high-output lighting fixtures, and overall building-wide controls system. USGBC Certification: LEED Silver.

Professional Services:  Giuliani Associates Architects served as an associate architect to Fentress Architects for the design-build team lead by Hensel Phelps Construction.  Fentress provided complete architectural services for the Command Headquarters Office Building.  Giuliani Associates provided complete architectural services for the Installation Processing Node and Energy Plant Building, Network Enterprise Center Support Facility, Control Information Technology Building, and Disaster Recovery Center, including the following specific services:
